TOPLOTNI STRES NA RADU: SRBIJA MEĐU NAJVIŠE UGROŽENIMA U EVROPI — A AKCIONI PLAN I DALJE NE POSTOJI

Novi podaci iz trećeg Lancet izveštaja o klimatskim promenama i zdravlju, kao i nove Smernice Svetske zdravstvene organizacije za akcione planove za vrućinu, pokazuju zabrinjavajuću sliku položaja radnika u Republici Srbiji. Srbija se izdvaja kao zemlja sa izuzetno velikim udelom radnika na otvorenom — 21,4% svih zaposlenih, među najvišim u Evropi. Ovi radnici — građevinari, poljoprivredni radnici, vozači, komunalni radnici — najviše trpe posledice sve učestalijih i intenzivnijih toplotnih talasa. Podaci govore sami za sebe: tokom 2024. godine Srbija je zabeležila gotovo 70.000 izgubljenih radnih sati usled toplotnog stresa — najviše do sada. Umereni rizik od toplotnog stresa postojao je tokom ukupno 331 sata u uslovima ograničenog fizičkog napora, a pri težem radu na otvorenom — duže od dve nedelje. Broj dana sa toplotnim stresom po deci dostigao je skoro 3 miliona dana u 2024. godini — pet puta više nego u poslednjim decenijama 20. veka. Posebno zabrinjava činjenica da je nacrt Akcionog plana za vrućinu i zdravlje izrađen još 2014. godine, ali nikada nije usvojen. Savez slobodnih sindikata Srbije poziva nadležne državne organe i Vladu Republike Srbije da hitno usvoje Akcioni plan za vrućinu i zdravlje po novoj metodologiji SZO, da uvedu sistemske mere zaštite radnika na otvorenom uključujući preraspodelu radnog vremena, da obezbede posebnu zaštitu za decu, starije i socijalno ugrožene građane, i da sprovedu mere predviđene Programom prilagođavanja na izmenjene klimatske uslove 2023–2030, koji je Vlada usvojila pre tri godine, a čija primena kasni.

Čislo dneй s teplovыm stressom dlя deteй dostiglo počti 3 millionov dneй v 2024 godu — v pяtь raz bolьše, čem v poslednie desяtiletiя XX veka. Soюz svobodnыh profsoюzov Serbii prizыvaet kompetentnыe gosudarstvennыe organы i Pravitelьstvo Respubliki Serbii sročno prinяtь Plan deйstviй po žare i zdorovью v sootvetstvii s novoй metodologieй VOZ, vvesti sistemnыe merы zaщitы rabotnikov, zanяtыh na otkrыtom vozduhe, vklюčaя pereraspredelenie rabočego vremeni, obespečitь osobuю zaщitu deteй, požilыh lюdeй i socialьno uяzvimыh graždan, a takže realizovatь merы, predusmotrennыe Programmoй adaptacii k izmenёnnыm klimatičeskim usloviяm na 2023–2030 godы, prinяtoй Pravitelьstvom tri goda nazad, no tak i ne vыpolnяemoй. HEAT STRESS AT WORK: SERBIA AMONG THE MOST VULNERABLE IN EUROPE — YET AN ACTION PLAN STILL DOES NOT EXIST

New data from the third Lancet Countdown report on climate change and health, along with the new WHO Guidelines on Heat and Health Action Plans, paint a deeply concerning picture of the situation facing workers in the Republic of Serbia. Serbia stands out as a country with a disproportionately large share of outdoor workers — 21.4% of all employed persons, one of the highest rates in Europe. Construction workers, agricultural laborers, drivers, and utility workers are bearing the greatest burden of increasingly frequent and intense heatwaves. The numbers speak for themselves: in 2024, Serbia recorded nearly 70,000 lost working hours due to heat stress — the highest figure ever recorded. Moderate heat stress risk existed for a total of 331 hours under conditions of limited physical exertion, and for more than two weeks during heavier outdoor labor. The number of child heat-stress days reached nearly 3 million days in 2024 — five times higher than the average during the final decades of the 20th century. Of particular concern is the fact that a draft Heat and Health Action Plan was prepared as far back as 2014, yet has never been adopted. The Confederation of Free Trade Unions of Serbia calls on the competent state authorities and the Government of the Republic of Serbia to urgently adopt a Heat and Health Action Plan in accordance with the new WHO methodology, to introduce systemic protective measures for outdoor workers including redistribution of working hours to cooler parts of the day, to ensure special protection for children, the elderly, and socially vulnerable citizens, and to implement the measures envisaged by the Climate Change Adaptation Programme 2023–2030, adopted by the Government three years ago, implementation of which remains severely delayed. Workers must not be made victims of a climate crisis they did not cause. The system must protect them.
